Installer is an exe, so you must use Windows or Wine to extract it.
The filenames will look corrupted, but that’s normal (“Mojibake”).
Because the mojibake results in incorrect language detection you must manually set the encoding:

In your case it would be 1252 because the mojibake must be interpreted as european.
For Android you can click on the gear next to the game name and change the region to “Western Europe”.
